Job Title: Legal Adviser 1. Level: B2 Duty Station: Iraq – Baghdad Office. Reports to: Operational Legal Adviser. Duration of Contract: 12 Month fixed-term contract with the possibility of renewal to an open-ended contract. Date of Issue: 8 May 2025 Deadline for applications: 22 May 2025 Objective: The Legal Adviser 1 advises the Delegation on the national law on issues related to implementation of International Humanitarian Law and other international standards as relevant. S/he supports Legal Adviser 2 and Operational Legal Adviser Operational Legal Adviser in the analysis of International Humanitarian Law and international legal matters based on the needs of the Department and other colleagues concerned. S/he supports Legal Adviser 2 and Operational Legal Adviser Operational Legal Adviser in the implementation of Delegation strategies to address identified issues. S/he conducts research on and analysis of specific legal matters and broader sectors of the national legal system. Key Responsibilities: Legal research and analysis • Conducts in-depth analysis of domestic legislation and related practice on matters related to International Humanitarian Law and International Humanitarian right Law. • Provides legal guidance to the departments concerned on the issues faced with regard to delegation activities, objectives, strategies, and plans of action. • Prepares legal notes/analyses as required and assists Legal Adviser 2 and Operational Legal Adviser International Humanitarian Law in drafting working papers, legal briefs, and other institutional documents related to delegation activities and objectives. National implementation • Provides support to the Legal Advisor 2 in monitoring the national implementation of International Humanitarian Law and International Human Rights Law. • Assists in organizing events, sensitization sessions, and other forms of interactions with the key stakeholders aimed at promoting the implementation of International Humanitarian Law and building capacities of the local authorities related thereto. • Supports internal and external dissemination activities related to enhancing the knowledge of International Humanitarian Law incl. but not limited to contemporary challenges, legal provisions applicable to issues of concern to the Delegation and its beneficiaries, existing national legislation, and substantial developments in the latter. Networking • Assists Legal Adviser 2 and Operational Legal Adviser in updating the key stakeholder mapping. • Supports Legal Adviser 2 and Operational Legal Adviser in maintaining and expanding the network of interlocutors among the national authorities, local humanitarian actors, and academia. Institutional reporting and information sharing • Assists Legal Adviser 2 in drafting the legal correspondence of the Department. • Supports Legal Adviser 2 and Operational Legal Adviser in ensuring the information on activities of the Department, as well as International Humanitarian Law - related strategies, positions, instructions, and other internal resources is timely shared with the colleagues concerned. • Contributes to professional and timely institutional reporting and filing as per applicable procedures.
Education and Professional Experience required: • University degree in law, master’s degree in law preferred. • 5-7 years of working experience in a similar function. • Excellent knowledge of national legal framework • Good knowledge of International Humanitarian Law and other relevant areas of international law • Proven capacity to conduct independent legal research. • Excellent analytical and drafting skills • Good communication & negotiation skills • Very good command of spoken and written English and Fluent in Arabic. • Computer literacy; Very good knowledge of Microsoft Office.
