Description

Context/Reporting line:

Under the general guidance of the CCCM Senior Project Assistant, the overall supervision of the CCCM

Project Assistant, the administrative supervision of the Head of Sub Office (HoSO) and the direct supervision

of the CCCM Senior Community Mobilizer and in coordination with IOM’s and other partner’s staff and

community representatives, the incumbent will be responsible for the following duties:

Core Functions / Responsibilities:

1. Support the Senior Community Mobilizer in activities including reception, registration, information

collection, community engagement and outreach; supervise the community mobilizers and the tasks

delegated by the Senior Community Mobilizer.

2. Assist the CCCM Project Assistant in regards to the supervision, coordination and prioritisation of dayto-

day activities and monitoring logistics requests, ensuring information collection and drafting reports

as necessary; as well as effective staff deployment, performance planning and appraisals for

supervisees.

3. Assist the Information Management team in the reception, registration and allocation of tents for newly

arrived families in the camp. Assist in the de-registration of families leaving the camp including in

carrying out exit surveys as endorsed by the CCCM Cluster. Assist in collection of data and assessments

of needs and capacities of camp residents.

4. Assist the Senior Community Mobilizer in coordination, monitoring and facilitating distributions

carried out by camp partners and in keeping organized records of distributions in order to identify gaps.

Ensuring distributions by partners and IOM are carried out according to distribution SOPs and best

practice.

5. Engage in community mobilization activities including supporting the formation of camp

representative groups including the camp popular committee, women’s committee and youth

committee and in supporting camp representatives to develop stronger capacity to participate in camp

governance and management activities.

6. Ensure accurate information of project beneficiaries on project objectives and promote community

mobilization accordingly. Identify when misleading information circulate amongst them, report this

7. Assist the CCCM Project Assistant in receiving and responding to complaints and feedback from camp

residents through multiple channels of engagement, tracking complaints and ensuring that adequate

referrals are made, and necessary actions are taken or response are given.

8. Report of needs, gaps, activities and security incidents through designated channels and processes to

the Senior Community Mobilizer and the CCCM Project Assistant in a timely manner in order to ensure

effective follow up.

9. Ensure that targeting is based on need and transparent criteria, including criteria developed for the

selection of communities as well as beneficiaries, are properly followed up in all areas of intervention.

Pay particular attention to ethnicity and religious minorities and vulnerabilities arising account of

gender.

10. Support any community services, youth activities, protection support and similar humanitarian

programmes that may be undertaken by partners.

11. Implement appropriate safety and security procedures related to the protection of IOM staff, its assets

and operations. Promote awareness and compliance of all team members in regards to security

information and procedures.

12. Perform such other duties as may be assigned.

 

Qualifications & Preferred Skills

Education:

  • University degree from an accredited academic university or institute. or high school degree with at
  • least 2 years of camp management experience or relevant field.

Experience and Skills:

  • Strong combination of training and experience in field of operations, and relevant experience of working
  • in IDP camp environments
  • Operational and field experience in CCCM programme implementation.
  • Experience in conflict/ emergency zones and in working in a high-risk environment.
  • Experience in liaising with governmental authorities and local communities, as well as national and
  • international institutions.
  • Knowledge and/or field experience in the areas of camp maintenance management is any advantage
  • Excellent leadership, coordination and information management skills.
  • Familiarity with the south and central region is an asset.
  • Knowledge of local governance in post-conflict contexts, and of gender and inclusion strategies.

Languages:

  • Fluency in English and Arabic is required.
  • Any other local language is an advantage.
