Description

Carry out or supervise all Operations activities in the base and associated projects according to INTERSOS standards and protocols in order to have the material, infrastructure, premises, procurement , fleet management and vehicles in optimal running conditions.

Plan, oversight, and manage and support operations to ensure smooth accomplishment of base/project activities.

 

Reporting to: 

Hierarchical: Field Manager

Technical: Country Logistics and Supply Coordinator /Finance Coordinator

 

Tasks

Logistics & Supply

  • Accurately and timely input logistics data into the INTERSOS Management Platform (IMP).
  • Support mission-wide IMP implementation, including training base staff as required.
  • Oversee and conduct regular inspections of INTERSOS offices, Center and guesthouses to ensure functionality, proactive maintenance, and adherence to brand identity standards.
  • Facilitate negotiations and maintain strong professional relationships with local suppliers.
  • Conduct market assessments and regularly update the pre-qualified suppliers list and supplier files on the IMP.
  • Ensure all original procurement documentation is completed on the IMP, properly archived in Finance, and submitted to the Finance department for payment processing.
  • Follow up with the Program Manager(s) on the Procurement Plan on IMP to ensure timely and compliant execution.
  • Submit purchase requests for non-local tenders/purchases to the Country Logistics and Supply Coordinator.

Facilities and Communications Management

  • Ensure the installation and maintenance of all offices and guesthouses are functional and align with INTERSOS standards and brand identity.
  • Regularly inspect facilities to identify and address rehabilitation or maintenance needs.

Asset Management

  • Manage the full life-cycle of IT, office, and communication assets, including purchase, use, tagging, and maintenance.
  • Ensure all assets are registered, tagged with unique INTERSOS numbers, and tracked in the IMP system.
  • Conduct quarterly fixed asset checks and manage end-of-project asset reporting and rollover.

 

 

Finance Tasks

Payment Execution (Disbursement Function)

  • Execute approved cash and bank payments in accordance with internal policies.
  • Manage petty cash and bank accounts, including check payments and electronic transfers.
  • Ensure payments are made only upon receipt of fully approved payment requests.
  • Maintain secure custody of cash, chequebooks, and online banking access.

Cash & Bank Management

  • Conduct regular cash counts and prepare cash reconciliations.
  • Prepare bank reconciliations and follow up on outstanding items.
  • Monitor bank balances and ensure sufficient liquidity for operations.

Review & Control

  • Review payment documentation for accuracy, eligibility, and authorization prior to payment.
  • Review accounting entries prior to submission to the coordination office.
  • Ensure correct application of exchange rates and donor rules.
  • Verify segregation of duties is respected in all financial processes.

 

Qualifications & Preferred Skills
  • Diploma/ Essential secondary education and formal technical training. Certifications in the domain would be an asset
  • 2-year experience in logistics and/or supply chain
  • Desirable experience with other NGOs
  • Mission language essential (Arabic and English). A local working language is desirable.
  • Essential computer literacy (word, excel and internet) and radio equipment user-knowledge
